Dr. Joe serves clients in the areas of social science research design, survey and assessment instrument development and analysis, classroom observation for teaching evaluation, program and edtech product evaluation. Jilliam has designed, managed, and provided technical guidance for applied research, evaluation, and assessment initiatives within the large-scale testing industry, State Education Agencies, and non-profit organizations.
