Dr. Jilliam Joe, Founder

Measure by Design was founded in 2014 by Dr. Jilliam Joe. She saw a need in the educational research and consulting space to represent minority and underserved communities in America. She has spent her career advocating for a more more holistic approach to research that integrates the what and the why of quantitative and qualitative research inputs.

As a psychometrician and researcher, Jilliam serves clients in the areas of social science research design, survey and assessment instrument development and analysis, rater training, classroom observation for teaching evaluation, and program evaluation. Jilliam has designed, managed, and provided technical guidance for applied research projects and assessment programs within the large-scale testing industry, State Education Agencies (SEA), and University settings. She has a proven record of reducing project costs and increasing the quality of outcomes through smart design decisions. She has contributed to projects, consultations, and studies that have impacted the measurement of performance-based assessments and, in particular, classroom observation practices, notably the Measures of Effective Teaching (MET) project funded by the Bill & Melinda Gates Foundation. Jilliam is a contributing author on a number of classroom observation implementation reports and books.

Jilliam received her Ph.D. in Assessment and Measurement from James Madison University. She also obtained a Bachelor of Science degree in Communication and a Masters in Urban Studies, both from Old Dominion University.
